Italian Employers Now Able to Initiate Hiring Procedures for 151,000 Foreign Workers
The implementation of Flows Decree 2024, which permits Italian companies to recruit non-EU workers, has been rescheduled from February to March.
Commencing March 18, 21, and 25, employers can officially submit their applications based on the type of employment they seek.
Applications for Indian workers are slated to open from April 1 to December 31, 2024.

Employers Required to File Applications for Overseas Workers in March
By the Prime Ministerial Decree of January 19, 2024, Italian businesses must submit their applications at specified times and dates, contingent upon the nature of the request.
Upon completing the pre-compilation phase, applications for non-seasonal subordinate workers from countries with cooperation agreements with Italy can be submitted on March 18, starting at 9:00 am.
Three days later, on March 21, applications for non-seasonal subordinate workers, including those in the healthcare sector, must be submitted, beginning at 9:00 am. On March 25, businesses are to submit applications for seasonal workers.
The deadlines for submitting authorization requests to employ workers within the quotas, as outlined in Article 8, paragraph 2 of the decree issued by the President of the Council of Ministers on September 27, 2023, will commence at 9:00 am on March 18, 21, and 25, instead of February 5, 7, and 12.
Applications for Indian Workers Set to Commence in April
The Labour Ministry’s statement highlighted that applications under the Partnership Agreement on mobility and migration with India can be lodged between April 1 and December 31.
6,000 slots are earmarked for Indian citizens for the year, encompassing both non-seasonal and seasonal workers. While the 2023 work quotas for Italy were set at 136,000, the figure has risen to 151,000 non-EU workers for 2024. This cap escalates further for 2025, allowing 165,000 non-EU citizens to seek employment in Italy.
The agreement is poised to benefit numerous Indian workers and Italian businesses grappling with labour shortages across various sectors.
Data from the Ministry of External Affairs indicates that the non-resident Indian population in Italy stands at 157,000, with 45,000 individuals of Indian descent residing there. It is estimated that the Indian population in Italy has surged tenfold compared to two decades ago.
